What is the good character requirement for Irish citizenship?

The good character requirement is one of the statutory conditions for obtaining Irish citizenship by naturalisation under the Irish Nationality and Citizenship Act 1956. The Minister for Justice must be satisfied that the applicant is of good character before granting a certificate of naturalisation. There is no statutory definition of good character, and the Minister has broad discretion in assessing this requirement.

Factors that may be considered include criminal convictions (both in Ireland and abroad), pending criminal charges, driving offences, compliance with immigration conditions, tax compliance, involvement in civil proceedings, and any other matters that may reflect on the applicant's character. Minor traffic offences may not necessarily result in refusal, but serious or repeated offences will be considered unfavourably.

Applicants must disclose all criminal convictions, including spent convictions, as part of the application process. The immigration authorities conduct their own background checks, including checks with An Garda Siochana. Failure to disclose relevant information is itself considered a character issue and may result in refusal. The applicant's immigration history is also reviewed, including any periods of unlawful residence or breach of conditions.

If an application is refused on character grounds, the applicant may reapply after addressing the issues identified, though there is no formal appeals process for naturalisation decisions.
